It seems to me that Gayoom is scared of losing control and that is why the reforms are taking so long.  On top of that he is scared of what will happen if people get freedom.  Let me try and predict a little of what could happen here.  Firstly when people are not used to freedom and they suddenly get it, they are likely to become wild and do a variety of strange things.  They will run amuk and probably do a lot of things that were illegal before.  That may be part of what Gayoom is scared will happen.  However in most societies where there is freedom its not like that permanently because things settle down and life ends up better than before.  This will happen in the Maldives.  The thing we must remember is that we cannot force peoples allegience to others or to any religion by making laws.  People are alwasy moved by the heart and by tradition and creating laws will not change the way people think and feel, but it can cause resentment.  It seems to me that resentment is a big factor in the islands at present.
